Residency

WHAT IF I AM CLASSIFIED AS A NON-RESIDENT?

The VA does not cover non-resident fees. Unless you qualify for reclassification or a waiver, you will be responsible for the difference between the resident and non-resident rate. Please review possible options for reclassification/waivers below. If you are applying for Financial Aid, please be aware that eligibility for certain types of aid may vary, based on your residency classification. Please contact Financial Aid if you have questions regarding residency classification status on aid. For more information regarding residency requirements, visit our Residency page.

RECLASSIFICATION OPTIONS:

VETERAN

  • If your DD214 Home of Record is CA, please submit the Statement of Residency form with your DD214. Note: additional information may be requested by the Residency Specialist after review.

DEPENDENT

NON-RESIDENT TUITION WAIVER OPTIONS:

VETERANS

  • If you are eligible for benefits under CH 30, 33, or 31 and reside in CA, please submit the VACA form, one accepted proof of currently residing in California, and your COE* (if not already submitted to veterans services). *if you are using CH 31 we will utilize your VRE authorization in lieu of a COE.
  • If you attended High School in CA for at least 3 years and graduated, please submit the AB540 form with Official High School Transcripts (must be sealed and/or come directly to OCC from the High School).

  • If you are currently stationed in CA, please submit the Statement of Residency form with a copy of the your military ID and orders.

​DEPENDENTS

  • If you attended High School in CA for at least 3 years and graduated, please submit the  AB540 form  with  Official High School Transcripts (must be sealed and/or come directly to OCC from the High School).

  • If the veteran is currently stationed in CA, please submit the Statement of Residency form with a copy of the veteran's military ID and orders.



EXAMPLES OF ACCEPTABLE DOCUMENTS/PROOFS (for VACA tuition waiver):

  1. California Driver's License
  2. California Motor Vehicle Registration
  3. Bank statement or letter of verification from bank with California address
  4. Paystub with California address
  5. California Resident State Income Tax Form 540 or 540A or Federal Income Tax Form 1040A or 1040EZ  
  6. California Voter Registration Card
  7. Rental/Lease agreement in California
  8. Utility bill under student's name with California address
  9. Selective Service registration with California permanent address
  10. DD214 with permanent military address or home of record in California
  11. Petition for a divorce in California

Recency of document is subject to review.  The burden of proof falls upon the student to demonstrate that they currently reside within the state.
